What does it mean that Hashem's eyes are to Tzadikim?

Radak: Hashem's guarding clings to them, and saves them in all their ways.

Malbim: He Himself supervises over what they lack.

What does it mean that Hashem's ears are to Tzadikim's cries?

1.

Radak: If any mishap occurs, the Tzadik cries to Him and Hashem hears and saves them from his affliction.

2.

Malbim: Even though He supervises and ensures that they do not lack, sometimes they pray due to something that they mistakenly think is evil. Even so, Hashem fulfills their request.
