Rashi: It is an expression of satiation. Radak - it will always be satiated and full. Those who drink from it will always be satiated, due to the great good that Hashem gave to him and to His entire nation.

Malbim: I no longer drink water, like a Seh. Rather, my cup is satiated with great royal wine.
