In view of this Pasuk, how can the Sifri say that the Mitzvah began only after they entered Eretz Yisrael?

Moshav Zekenim #1: Perhaps there is a printing mistake in the Sifri. 1

Moshav Zekenim #2: Perhaps Moshe arranged it only on the day of Chanukas ha'Mishkan, 2 since the Shulchan can only be sanctified through the Lechem ha'Panim, 3 after which it was discontinued until they arrived in Eretz Yisrael.

Moshav Zekenim: One opinion in Bechoros 4b states that perhaps the Bechoros were not offered in the desert, except for the day of Chanukas ha'Mishkan. However, Amora'im argue about whether or not the loaves beame Pasul when they dismantled the Mishkan (Menachos 98a) - a proof that it was not only on the first day.
