Rashi (on Pasuk 29, citing Targum Onkelos) and Targum Yonasan: In connection with the Mishkan, the Kohanim and kings, it means 'You shall (consecrate them to) elevate them'; whereas elsewhere (such as anointing the wafers of a Minchah-offering), it means (literally) 'to anoint them'.
