If Moshe was performing the Avodah, why did Aharon wear the Bigdei Kehunah?

Rashi (in Ta'anis, 11b): When Moshe served, Aharon wore tthe Bigdei Kehunah (because he was being initated into the Avodah); Moshe performing the Avodah was a Gezeiras ha'Kasuv, and we do not find the Bigdei Kehunah mentoned in connection with Moshe.

What are the connotations of "Ve'afadta lo es ha'Eifod ... "?

Rashi: It means 'Adorn - arrange nicely - the belt and the Eifod around him'.

2.

Targum Onkelos and Targum Yonasan: It means 'Arrange him (nicely - Targum Yonasan) with the belt of the Eifod.
