In what way did the Kedushah of the Mizbe'ach manifest itself?

Which Mizbe'ach does the verse discuss?
Rashi: This is the the outer Mizbe'ach.
Moshav Zekenim: This is the inner Mizbe'ach.
Rashi writes that "Kol ha'Noge'a ba'Mizbe'ach Yikdash" teaches that if a Pasul Korban was taken up on the Mizbe'ach, it is offered. Zevachim 9:1 learns this from "Zos Hi ha'Olah"!
Daf Al ha'Daf (Zevachim 83a): Zos Hi ha'Olah teaches only about the primary Korban, but not blood and Nechasim. Kol ha'Noge'a ba'Mizbe'ach includes even these.
