What does the Pasuk mean when it writes "Vayotzei Moshe Es ha'Am Likras ha'Elokim"?

Rashi: It means that Hashem went 1 to greet Yisrael, like a Chasan goes to greet his Kalah. 2

Seforno: It means that Moshe took Yisrael to greet Hashem's celestial retinue that preceded Him. 3

Rashbam: It appears that the people were terrified to approach the mountain, 4 so Moshe led them out of the camp and stood them at the foot of the mountain so that they should receive the Torah standing.

Gur Aryeh: "Likras" connotes two going to greet each other.

Bearing in mind that Hashem arrived there before Yisrael (Refer to 19:16:1:1). (EC)
