Why did Hashem include Moshe among the rebels?


Rashi #1: In keeping with the mantra 'The cabbage is smitten together with the weeds'. Sometimes the innocent is smitten together with the guilty. 1


Rashi #2 (on Pasuk 22): Because he was partly to blame, for failing to pass on the prohibition to collect the Manna on Shabbos.


Seforno: He was partly to blame because he only told them to collect on six days but not seven. 2

They did not believe him when he informed them that the Manna would not fall on Shabbos. They would have taken him more seriously had he taught them the reason behind the prohibition - that collecting it (picking from where it was connected to the ground) and carrying from one domain to the other are intrinsically forbidden on Shabbos.
