Why did Hashem mention Moshe and Shmuel?

Rashi: Both of them needed to request mercy for Yisrael, and first they returned them to the good, and afterwards prayed for them. It did not cross their minds to turn away My anger before they made them repent. Moshe said "Simu Ish Charbo...", "va'Yizer Al Pnei ha'Mayim", and afterwards "E'eleh El Hashem Achaprah" (Shemos 32:27, 20, 30). It says about Shmuel in Mitzpah "va'Yasiru Bnei Yisrael Es ha'Ba'alim", and afterwards "Kivtzu Es Kol Yisrael ha'Mitzpasah v'Espalel Ba'adchem" (Shmuel I, 7:4, 5). You (Yirmeyah) cannot return Yisrael to Me - do not pray for them.

Radak: Why do you (Yirmeyah) pray? If Moshe and Shmuel, who were greater than you, would pray in front of Me, I would not desire this nation. Moshe and Shmuel were Leviyim, and Shmuel was the greatest Navi after Moshe - "Moshe v'Aharon b'Chohanav u'Shmuel b'Kor'ei Shmo (they call to Hashem, and He answers them)" (Tehilim 99:6), "v'Ne'eman Shmuel l'Navi", "v'Lo Hipil mi'Kol Davarav Artzah" (Shmuel I, 3:20, 19).

Malbim: They used to call (pray) for Yisrael and overturn decrees. That was when I desired the nation. Even if My face was angry, my Nefesh desired them. Now My Nefesh is alienated from them.

What is "Nafshi"?

Rashi: It is My desire. Radak - this is like "Al Titeneni b'Nefesh Tzarai" (Tehilim 27:12).

What is the meaning of "Shalach me'Al Panai v'Yetze'u"?

Radak: Send them from Me, and they will go. This is a command to Yirmeyah, as if it is in his power to send them. It is better to send them than to pray for them!

Malbim: They will be exiled, like a rebellious son whose father expelled him from his house.
