Ha'amek Davar: It was in the Ibur (outskirts) of the city. There are two kinds of Ibur - (a) the surrounding 70 Amos, and (b) if a house juts out, we draw a line and consider the city to extend until there, even far from the city. "Lo Hirchiku" teaches that it was the former.
