Having already taught us the Din of Pigul in Tzav, 7:18, why does the Torah repeat it here?

Rashi and Rashbam: Whereas the Pasuk above refers to Pigul of Chutz li'Zemano), 1 the current Pasuk is referring to Pigul of Chutz li'Mekomo 2 (to offer or eat the Korban outside the permitted place).

Rashi: which we learn 'Im Eino Inyan' - since the Pasuk is not needed for Chutz li'Zemano, we use it to teach us Chutz li'Mekomo.

If this Pasuk refers to someone who Shechts a Shelamim with the intention of eating it Chutz li'Mekomo, why is someone who eats it not Chayav Kareis?

Rashi: Because the Pasuk in Tzav (in connection with the Chiyuv Kareis for Pigul) inserts the word "Mimenu" - implying that he is Chayav Kareis only for Chutz li'Zemano, but not for Chutz li'Mekomo.

What is the definition of 'Pigul'?

Targum Onkelos: 'Distanced' (rejected).
