(1) The owner of the crouching Shor is exempt, because the walking Shor should have walked *around* the crouching one and not trampled over it. However, if the crouching Shor "obstructed the road like a carcass (lying across the road from one side to the other)" such that it was not possible to pass around it, then the owner of the crouching Shor is Chayav.
(2) The reason is because of the rule that "any situation in which one is Meshaneh (does an unusual act) and another one comes and damages it as a result, the damager is Patur."
(3) Rava's words are mentioned earlier (24b). His view is the Havah Amina of our Sugya, that "to kick [my Shor,] you have no right."
