SUMMARY

If someone vows Lo Chulin his intent is that it should be Asur like a Korban.
 
Rebbi Meir holds that any condition that is not similar to the condition of the Bnei Gad and Bnei Reuven is not a valid condition. (1)
 
It is a Machlokes whether Rebbi Yehudah holds that a vow to prohibit something k'Yerushalayim is a valid Neder.
 
If someone vows Chulin, ha'Chulin or k'Chulin whether he says "I will eat" or "I will not eat" it is not an effective vow. (2)
 
If someone vows "l'Chulin I will not eat" it is not an effective vow. (3)
 
Rebbi Ashi says that "Lo Chulin I will not eat" is a valid Neder according to Rebbi Meir but not "l'Chulin I will not eat.
 
If someone vows that an object should be forbidden like the flesh of a Shelamim after the sprinkling of the blood it is not a valid Neder. (4)

A BIT MORE

1. Both sides of the condition must be spoken out just like the conditions of the Bnei Gad and Reuven as Rebbi Meir holds that the positive may not be implied from the negative.
 
2. This is in accordance with Rebbi Meir who holds that the negative may not be implied from the positive. Therefore even though when he says "What I will not eat is Chulin" implies that "What I will eat should be like a Korban," the Neder is not effective.
 
3. Rebbi Meir holds however that it is a valid vow even though the positive may not be implied from the negative because we interpret his words to mean it shall be a Korban and therefore he will not eat from it.
 
4. Once the blood is sprinkled on the Mizbe'ach it is permitted to eat the flesh of the Korban.

BRIEF INSIGHT

HAKTARAS HA'EIMURIM
 
If someone vows that an object should be forbidden like the flesh of a Shelamim after the sprinkling of the blood it is not a valid Neder because after the Zerikas ha'Dam the flesh of the Korban is permitted. The Rosh asks that the flesh of the Korban remains forbidden after the Zerikah until the Haktaras ha'Eimurim. The Rosh answers that sometimes the Korban is permitted prior to Haktaras ha'Eimurim such as in a case that the Eimurim were lost. However prior to the Zerikas ha'Dam the flesh is forbidden even if the blood is lost.

QUICK HALACHAH

BASAR SHELAMIM
 
If Basar Kadosh is in front of someone even if it is Basar Shelamim after the sprinkling of the blood, which is permitted to non-Kohanim, and he says that this should be forbidden to him like this Basar, it is forbidden. (Rambam Hilchos 1:15)
 
This is a question in the Gemara that was not resolved and therefore it is regarded as a Safek d'Oraisa and we must be stringent. (Kesef Mishneh)
