SUMMARY

The Korban Chagigah which is brought on Erev Pesach is not mandated by the Torah.
 
Beis Hillel maintains that the Korban Chagigah may be brought partially from money of Ma'aser Sheni.
 
Chizkiyah and Rebbi Yochanan disagree about when a Korban Chagigah may be brought from money of Ma'aser Sheni. (1)
 
A Korban of Ma'aser may not be brought on Yom Tov. (2)
 
Meat from any type of Korban may be eaten in order to fulfill the Mitzvah of Simchah on Yom Tov.
 
Eating poultry and Menachos is not a fulfillment of the Mitzvah of Simchah. (3)
 
The proportion of Shelamim and Olos that a person should bring on Yom Tov depends on the size of his family and his budget. (4)

If a person separated ten animals for his Korban Chagigah and did not bring them all on the first day of Yom Tov, he may bring the remainder on the second day under certain circumstances. (5)

A BIT MORE

1. Chizkiyah: After one animal is bought completely from Chulin (non-Ma'aser) money for the Chagigah offering, the subsequent animals used for the Chagigah may be brought completely from Ma'aser Sheni money. Rebbi Yochanan: All animals brought for the Chagigah may be bought partially from Ma'aser Sheni money, including the first one.
 
2. The Sages decreed that a Korban of Ma'aser Behemah may not be brought on Yom Tov because of the concern that a person may separate the Ma'aser on Yom Tov. It is forbidden to separate Ma'aser of animals on Yom Tov because the tenth animal is slapped with a dye, and it is forbidden to apply a dye on Yom Tov.
 
3. According to one opinion, poultry and Menachos may not be used because they are not brought as a Korban Chagigah. Rav Ashi says that it is because there is no Simchah in eating these things.
 
4. One who has a large family and a small budget should bring many Shelamim and few Olos. One who has a large budget and a small family should bring many Olos and few Shelamim. One who has a small family and a small budget should bring the minimum for both. One who has both a large family and a large budget should bring many Shelamim and many Olos.
 
5. If one designated animals to bring on the first day of Yom Tov, and when Yom Tov arrives he brought only some of the animals, he may not bring the remaining animals on the subsequent days. However, if the reason why he did not bring some of the animals on the first day was because he did not have enough time or he did not have sufficient people to eat them, he may bring the remaining animals on the subsequent days.

BRIEF INSIGHT

The Beraisa says that the Kohanim fulfill the Mitzvah of Simchah by eating their portion from the Korbanos. Why, then, does the Rambam require that everyone bring a Korban Shelamim for the Mitzvah of Simchah, if the Kohanim can fulfill their obligation with the portion of another person's Korban? The Tzelach answers that although the Mitzvah of Simchah applies to all of the days of Yom Tov, there is still a Mitzvah to bring a Korban Shelamim on at least one of the days of Yom Tov specifically for the purpose of Simchah. However, the rest of the days of Yom Tov one may fulfill his obligation with any type of meat, without bringing a Korban specifically for this purpose.

QUICK HALACHAH

A person may fulfill his obligation to bring Shalmei Chagigah with Ma'aser Behemah, but he may not bring it on Yom Tov because of a concern that he may separate the Ma'aser on Yom Tov. (Rambam)
 
The Ra'avad disagrees and says that Ma'aser Behemah may never be used for the Chagigah, even during Chol ha'Mo'ed. A Korban Chagigah must be brought at least partially from Chulin, and that disqualifies an animal that is Ma'aser Behemah since it is totally Ma'aser and is not Chulin at all. (Ri Kurkus)
