SUMMARY

One who manages to lose everything that is given to him has the status of an insane person.
 
Women are excluded from the Mitzvah of Aliyah l'Regel. (1)

A BIT MORE

1. Although women are included in the Mitzvah of Hakhel, they are not included in the Mitzvah of Aliyah l'Regel.
 
2. The Chachamim derive from the verse that an Androginus is regarded as a separate species and is therefore excluded from the Mitzvah, and that a Tumtum is excluded even if he is unquestionably a male.
 
3. One who collects dog manure, mines copper, or works as a tanner is one who carries an unbearable odor and is thus exempt from Aliyah l'Regel.
 
4. Rebbi Akiva maintains that an uncircumcised person shares the same status as a person who is Tamei, and he is exempt from the Mitzvah of Aliyah l'Regel.

BRIEF INSIGHT

The Rambam says that a person who is half-servant and half-free is exempt because of his partial status as a servant. The Ra'avad disagrees because a half-servant is exempt only according to the Mishnah Rishonah, before Beis Hillel conceded to Beis Shamai that the master is obligated to free him. The Rambam in Perush ha'Mishnayos, however, understands the Gemara in the exact opposite way from that of Rashi and the Rambam in Mishneh Torah. Rabeinu Avraham, the son of the Rambam, explains that the Rambam understands that according to the Mishnah Rishonah, even though the servant is exempt mid'Oraisa from the Mitzvah, he is obligated mid'Rabanan. However, once Beis Hillel agreed that he must be freed, the Rabanan no longer obligated him as a means of pressuring the master to free him. In this way, we could tell the master that his delay in freeing the servant is causing the servant to miss out on important Mitzvos. (Kesef Mishneh)

QUICK HALACHAH

One who collects dog manure for the purpose of tanning or for medicine, one who mines copper, and a tanner -- even though they are repulsive as a result of their work -- should sanitize their bodies and clothing and ascend together with all of Yisrael [to Yerushalayim]. (Rambam)
 
Although this Rambam seems to contradict the Beraisa that excludes these people from the Mitzvah, the answer is that the Rambam maintains that the Beraisa is solely the opinion of Acherim. The Chachamim disagree with Acherim and do not exclude these people. The Ri Kurkus answers that the Beraisa excludes them only if they do not sanitize themselves; once they sanitize themselves they are obligated just like everyone else. (Kesef Mishneh)
