SUMMARY
Rebbi Yehudah and Rebbi Zeira disagree about whether one is permitted to ascend from Bavel to Eretz Yisrael. Klal Yisrael swore that they would not go up to Eretz Yisrael with force, and that they would not rebel against the nations of the world. The nations of the world swore that they would not subjugate Klal Yisrael excessively. Rebbi Levi: Klal Yisrael also swore not to reveal the end of times, to cause it to be delayed, and not to reveal their secrets. (1) Anyone who lives in Eretz Yisrael lives without sin. Anyone who is buried in Eretz Yisrael is considered to have been buried underneath the Mizbe'ach. Living in Eretz Yisrael is incomparably better than being brought to Eretz Yisrael for burial. Just as one is forbidden to go from Eretz Yisrael to Bavel, one is forbidden to go from Bavel to other countries. (2) The Jews of other countries are regarded as having doubtful lineage when compared to the Jews of Eretz Yisrael. The Jews of Eretz Yisrael are regarded as having doubtful lineage when compared to the Jews of Bavel. Living in Bavel is tantamount to living in Eretz Yisrael. Even a Nochri maidservant in Eretz Yisrael is assured a portion in the World to Come. Anyone who walks four Amos in Eretz Yisrael is assured a portion in the World to Come. Rebbi Elazar: At the time of Techiyas ha'Mesim, the Tzadikim in Chutz la'Aretz will travel through underground tunnels to Eretz Yisrael. Rebbi Yehudah: It is forbidden to mate a mule with horse or a donkey. (3) The light of the Torah resuscitates a person in Techiyas ha'Mesim. One who marries off his daughter to a Talmid Chacham, does business with a Talmid Chacham, or gives him benefit from his property is regarded as though he attaches himself to the Shechinah. Tzadikim will get up for Techiyas ha'Mesim wearing their clothing. (4) In the next world, a person will bring one grape in a wagon or a boat, place it in the corner of his house, and it will provide thirty barrels of wine. (5) In the next world, there will not be one formerly barren tree that will produce less than two donkey loads of fruit.
A BIT MORE
1. Some say that this is a reference to the secrets of the Ibur ha'Chodesh. Others say that this is a reference to the deep secrets of the Torah. 2. This is because there are many Yeshivos in Bavel. 3. Rebbi Yehudah: One is permitted to mate a mule only with another mule. Chachamim: One is permitted to mate a mule with the species of its mother. 4. This is derived through a Kal va'Chomer from a kernel of wheat. A kernel of wheat is buried naked but breaks out of the ground with many coverings, and thus certainly Tzadikim -- who are buried with their clothing -- will rise up with their clothing. 5. The vines of the grape will be used for firewood for his stove.

BRIEF INSIGHT
GALUS IN BAVEL Just as one is forbidden to go from Eretz Yisrael to Bavel, one is forbidden to go from Bavel to other countries. The Maharal explains that the Gemara in Pesachim says that Hashem exiled us to Bavel because He was sending us to "the house of our mother"; Avraham Avinu originated from Or Kasdim, in Bavel. Bavel was the most appropriate place for the Galus since that is where Klal Yisrael originates from, and also the language of Bavel (Aramis) is the closest language to Lashon ha'Kodesh.
QUICK HALACHAH
LIVING IN BAVEL Just as one is forbidden to go from Eretz Yisrael to Bavel, one is forbidden to go from Bavel to other countries. The verse says, "They will enter Bavel, and that is where they will be." (Rambam, Hilchos Melachim 5:12). Rashi says that the reason for the prohibition to go from Bavel to other lands is that there are many Yeshivos in Bavel. The verse, "They will enter Bavel and that is where they will be," prohibits only going from Bavel to Eretz Yisrael; it does not prohibit going from Bavel to other lands. However, the Rambam maintains that verse teaches both the prohibition of going to Eretz Yisrael from Bavel and the prohibition of going to other lands from Bavel. (Lechem Mishnah)
