וא"ת למ"ד לעיל הראוי לגינה לגינה הראוי לחצר לחצר א"כ אתה מטיל קנאה בסעודה

Question: According to the opinion that one who was proper to be in the garden was in the garden, and one who was proper to be in the Chatzer was in the Chatzer, this arouses envy at the meal!

י"ל דסבירא ליה דכיון שלא היו רואין זה את זה ליכא קנאה.

Answer: He holds that since they did not see each other, there is no envy.

TOSFOS DH k'Das Shel Torah Achilah Merubah mi'Shetiyah

בירושלמי מפרש דילפינן נגזר דכתיב גבי ושתי מנגזר דכתיב גבי עוזיה כשנצטרע דכתיב ביה נגזר מבית ה' (דה"ב כו).

Source: The Yerushalmi says that we learn "Nigzar" that it says about Vashti from "Nigzar" that it says about Uziyah when he received Tzara'as - "Nigzar mi'Beis Hash-m."

וקשה דהא פרק תפלת השחר (ברכות דף כח.) פריך וכי עמון במקומו יושב והלא בא סנחריב ובלבלו

Question - Citation (Berachos 28a) Question: Are Amon in their place?! Sancheriv came and confused them (exiled them and settled others in place of them)!

לכך פר"ת דגרסינן הכא מואב לחוד

Answer (R. Tam): The text should say only Mo'av.

דקרא נמי לא הזכיר אלא מואב דכתיב שאנן מואב ובברכות נמי לא גרסינן אלא עמון

Source: The verse mentions only Mo'av - "Sha'anan Mo'av." Also in Berachos, the text says only Amon.

Note: In our text in Berachos, R. Yehoshua said that Amon amd Mo'av are not in their places, due to Sancheriv. He cited "v'Asir Gevulos Amim...", which does not specify any particular nation. Indeed, R. Gamliel asked only about Amon, but perhaps this is because the case that arose was about an Amoni.

ומזה הטעם התירו ליהודה גר העמוני לבא בקהל

Support: This is why they permitted Yehudah the Amoni convert to enter the Kahal (marry within Yisrael);

אבל משמע דגרי אינך לא רצו להתיר לבא בקהל לפי שלא בלבל סנחריב מצרים ולא בלבל מואב

Inference: They did not want to permit converts of the other [forbidden nations] to enter the Kahal, because Sancheriv did not confuse Mitzrayim or Mo'av.

Note: Tosfos did not mention Edom. If Sancheriv confused Edom, they should have permitted also Edom, just like Amon! Perhaps Tosfos was unsure about Edom, due to the question of the Mordechai (Yevamos 71). The Tosefta (Kidushin 5:4) permits all these four nations, due to Sancheriv. Also the Rambam and Shulchan Aruch (EH 4:10) permit them.

ומיהו קשה דבברכות משמע באותה שהבאתי שסנחריב בלבל עמון ובירמיה חשיב להו באותן שהגלה נבוכדנצר

Question: The Sugya in Berachos that I cited connotes that Sancheriv confused Amon, and Sefer Yirmeyah counts them among those that Nevuchadnetzar exiled!

וי"ל לפי שסנחריב היה ראשון שבלבל נקרא הכל על שמו ועליו כתיב ואסיר גבולות עמים ועתידותיהם שוסתי

Answer: Because Sancheriv was the first to confuse, everything is attributed to him. It says about him "v'Asir Gevulos Amim va'Asudosheim Shoseisi";

אבל ודאי עיקר החורבן היה ע"י נבוכדנצר.

יש מדרש שהיה דניאל ולפי שהיה נשוי לשרית שהיתה גדולה ממנו שלא היה יכול לכופה לדבר כלשונו יעץ לעשות כן.

Midrash: A Midrash says that this was Daniel. Because he was married to a noblesse greater than himself, and he could not force her to speak his language, he counseled [Achashverosh] to do so (decree that wives speak their husband's language).
