Observation: This implies that Acco is part of Eretz Yisrael. This is also implied by the Gemara in Gitin (76b).

Question: This is difficult. The Mishnah in Gitin (2a) states that a Get that arrives from Acco has the law of a Get that arrives from Eretz Yisrael. This implies that it is geographically outside of Eretz Yisrael.

ומפרש בירושל' חציה בארץ וחציה בחוץ לארץ.

Answer: The Yerushalmi explains that it is half in Eretz Yisrael and half outside of Eretz Yisrael.

Explanation: He would weigh the stones and when he found that they were light, he would remark that he must not yet have arrived in Eretz Yisrael. Once he measured them and found them to be heavy, he said that he must have already arrived in Eretz Yisrael.

וכן מפרש בתנחומא בפרשת שלח לך כשעלה ר' חנינא הגדול מבבל בקש לידע אם נכנס לא"י והיה שוקל אבנים כל זמן שהיו קלות אמר עדיין לא נכנסתי לארץ ישראל כיון שמצאן כבידות אמר אין אלו אלא אבני ארץ ישראל והיה מנשקן וקרא עליהן את הפסוק הזה כי רצו עבדיך את אבניה.

A similar statement is made by the Midrash Tanchuma in Parshas Shelach. It says that when Rebbi Chanina the Great came to Eretz Yisrael from Bavel, he wanted to know if he had already arrived from Eretz Yisrael. He would weigh stones. As long as they were light, he said that he had not yet arrived in Eretz Yisrael. Once he found that they were heavy, he remarked that these must be stones of Eretz Yisrael. He would then proceed to kiss them, and said about them the Pasuk "for your servants have wanted its stones" (Tehilim 102:15).
