(1) The Gemara in Kidushin (4a) explains that it is not possible to learn Kidushin and Ma'asei Yadehah from each other. Had the Torah just taught that the father is entitled to her Kidushin, we would have thought that Ma'asei Yadehah is different -- since she toiled for it, she should keep it. And had the Torah just taught that the father is entitled to her Ma'asei Yadehah, we would have thought that he gets only her Ma'asei Yadehah and not her Kidushin, because he provides her with Mezonos (sustenance, which enables her to work).
(2) Tosfos explains that l'Maskanah, this source is not necessary, since we learn from "v'Yatz'ah Chinam" that even the Kidushin of a Na'arah belongs to her father, and thus certainly the Kidushin of a Ketanah belongs to her father (and the verse of "Es Biti Nasati" is used to teach something else).
