Here's a translation of the requested Rashi:

If it is a Chidush ... why does the Mishnah then say that it needs a reason? Even without giving a reason, it will be forbidden, since the Torah is teaching us a Chidush - even the smallest amount, seeing as it is Basar be'Chalav? This is therefore a proof that it is not a Chidush, but that the Torah is particular, like it is by Kilayim in a vineyard, which is also forbidden because it is a mixture of two species - because, since it is not a Chidush, we learn it (above, on Daf 98a), from the cooked foreleg (of the ram brought by the Nazir), where it (the rest of the animal) is permitted (to a Zar [ a non-Kohen]), as long as it (the foreleg) does not give taste.
