The Kollel replies:

We wrote in the Outlines to Makos 8:3:i:2 the following: "R. Yishmael says, (the verse forbids plowing and reaping on Shabbos -) just as plowing is Reshus, also reaping - this excludes reaping the Omer, which is a Mitzvah, it is permitted on Shabbos."

This is the translation of the line in the Gemara, "Ketzirah Dumya d'Charisha." This means, "The Ketzirah of the verse is similar to the Charishah mentioned in the verse." Just as the Charishah of the verse is certainly a Charishah of Reshus, so, too, the Ketzirah of the verse is referring only to a Ketzirah that is a Reshus.
