The Aruch la'Ner writes that the question on David was not an independent question; as you pointed out, if it is an independent question then why doesn't Tosfos provide an answer to it? Rather it is brought to support the question of Tosfos on Achav. That is, from the fact that the Sanhedrin allowed David to destroy the field of Adashim it is clear that a Melech can take a whole field and even destroy it; if so why was Achav punished?
