Why does the Torah specify "Kol Cheilev Shor, Kesev va'Eiz"?

Chulin, 117a: To restrict the Isur Cheilev to Cheilev which is common to all three, permitting the Alyah, which a Shor does njot possess. 2

Why does the Torah add the word "Kol Cheilev ... Lo Socheilu"?

Yoma, 74a: To include in the Isur the Cheilev of a Koy (a Safek Beheimah, Safek Chayah), and a Chatzi Shi'ur Cheilev of a Beheimah 1 - even though they are not included in the punishment (of Kareis).
