Why does the Torah repeat "be'Soch ha'Rimonim"?

Ramban (in Pasuk 24) and Moshav Zekenim: To teach us that they fitted the bells inside the pomegranates whilst they were still detached, before attaching the pomegranates to the hem of the Me'il (where the bells were still inside them). 1

Ramban: A further proof that the bells were inside the pomegranates, and not in between them, as Rashi maintains. Refer to 28:33:1:1-2.
