Malbim: The nation "Memushach u'Morat", i.e. Ashur, with bring "Goy Kav Kav u'Mevusah", i.e. Yisrael (refer to 18:2:4:3, 18:2:7:4) for a gift to Hashem. In the days of Chizkiyah, many of the 10 tribes returned to Yerushalayim to dwell in the shelter of Chizkiyah.
