(1) See Insights to 20b, where we explain the logic behind each ruling.
(2) Even though Beis Shamai permits bringing this Korban, it is prohibited mid'Rabanan to do Semichah on it, since Semichah must be done with all of one's strength and leaning on an animal with all of one's strength on Shabbos and Yom Tov is Asur because of "Mishtamesh b'Ba'alei Chaim." Therefore, Beis Shamai maintains that Semichah is done the day before -- Beraisa 19a, 20a. Others explain that Beis Shamai holds that even on a weekday, Semichah is not done for Korbanos Chovah (obligatory offerings), but only for Korbanos Nedavah (freewill offerings). This is the opinion of Rebbi Yosi b'Rebbi Yehudah, in the Beraisa on 20a. (See also Gilyon ha'Shas, 20a, and Insights there.)
(3) This is the opinion of Aba Shaul in the Beraisa (20b), according to Rashi there. (This is also Tosfos' conclusion there, DH Nedarim and DH Lachem, in contrast to the explanation of the Rashbam that Tosfos cites and later rejects. According to Rashbam, Aba Shaul holds like Ula, while the Tana Kama of Aba Shaul holds like Rebbi Shimon ben Elazar [RSb'E].)
